Job Title: COORDINATOR OF EMERGENCY MEDICAL AND TRAUMA SERVICES (EMTS)

Effective Date: July 1, 2016

FLSA Status: Non-exempt

Hourly Pay Rate: $30 per hour based on a 25 hour work week

Job Description: Maintain, improve, enhance and expand quality regional EMTS under an annual grant from the Colorado Department of Public Health and Environment (CDPHE)to achieve State of Colorado mandated coordinated regional services for Delta, Gunnison, Hinsdale, Montrose, Ouray and San Miguel counties.

Essential Job Functions:

1. Coordinate and establish an annual budget with the Board of Directors

2. Coordinate with the Board of Directors to submit Financial

3. Coordinate with the Board of Directors to submit an and submit to CDPHE an approved budget by July 1st of eachyear; Statements for prior contract year(balance sheet and income/expense statement) to CDPHE no later than August 15th of each year; Accountability and Planned Use of Savings/Investment/ Reserves report to CDPHE no later than August 15th of each year. This shall include an explanation as to surplus funds from the prior year along with a plan for the use of the surplus funds;

4. Coordinate with the Board of Directors to submit a Budget v. Actual Report or Variance Report to CDPHE, including an explanation of any variance of 20% or greater, no later than October 1st of each year;

5. Coordinate with the Board of Directors to submit a Regional/Local Funding Overview for the previous year to CDPHE no later than November 15thof eachyear;

6. Coordinate with the Board of Directors to submit a “Quarterly Activity Report” to CDPHE which contains detailed information on WRETAC activities that occurred during the reporting period no later than 45 calendar days after the end of each quarter ending September 30, December 31, March 31, and June30;

7. Coordinate with the Board of Directors to submit “Quarterly Income/Expense Statements” to CDPHE which contains specific information summarizing cumulative quarterly information no later than 45 calendar days after the end of each quarter ending September 30, December 31, March 31, and June30;

8. Coordinate with the Board of Directors to submit a biennial plan every odd year which details the WRETAC emergency medical and trauma system plan and any revisions no later than June 30th of each odd year;

9. Coordinate with the Board of Directors to submit an update to the biennial plan every even year which details the update and revisions to the biennial plan no later than June 30th of each even year;

10. Document and report to the Board of Directors and CDPHE all activities and progress toward the goals established by the region in the biennialplan;

11. Devise and implement new activities as approved by the Board of Directors to reach goals set forth in the WRETAC biennial plan;

12. Organize and attend the quarterly WRETAC Board of Director Meetings and others as needed and provide updates to the Board of Directors asrequired;

13. Manage the day-to-day operations ofWRETAC;

14. Coordinate injury prevention, public information, and education programs for WRETAC;

15. Provide technical assistance and serve as a resource to integrate EMTS with local, state, and federal agency disaster plans;

16. Respond to CDPHE requests for technical assistance and general information no later than 3 businessdays;

17. Assist with the establishment of local and regional CQI plans in accordance with state rules.

18. Write and manage grants that WRETAC is able to obtain as approved by the Board of Directors ofWRETAC;

19. Ensure WRETAC is in compliance with the Colorado Statutes CRS 25-3.5-603, 25-3.5-605, CRS 25-3.5-704 (2)( c)(II);

20. Work with local and regional emergency planners to ensure that the described region is in compliance with “State Board of Health Rules and Regulations Pertaining to Preparations for a Bio-terrorist Event, Pandemic Influenza, or an Outbreak by Novel and Highly Fatal Infectious Agent or Biological Toxin” CCR 1009-5 Regulation 4; and

21. Foster collegial relationships between EMS medical directors and agency clinical coordinators in the region to encourage collaboration and share information consistent with resources constraints;

22. Other duties as assigned.

Required Knowledge, Skills and Abilities:

1. Strong oral, written, and listening communication skills;

2. Ability to work independently and self-manage deadlines;

3. Have, or able to develop, awareness of Colorado emergency medical and trauma services and how to coordinate these services in a rural area;

4. Abilityto organize and maintain information using extensive computer
